1. Policy Statement
Wraysbury & Horton Resilience (WHR) is fully committed to safeguarding the welfare of all individuals who engage with our organisation, particularly children, young people and vulnerable adults. We recognise our responsibility to take all reasonable steps to promote safe practices and to protect individuals from harm, abuse and exploitation.
Safeguarding is everyone’s responsibility. This policy outlines our approach to safeguarding and the procedures in place to ensure a safe environment for all.

2. Legal Framework
This policy has been drawn up on the basis of legislation, policy and guidance that seeks to protect children and vulnerable adults in England, including:
– The Children Act 1989 and 2004
– The Care Act 2014
– Working Together to Safeguard Children 2018
– Keeping Children Safe in Education 2023 (as reference guidance)
– The Equality Act 2010
– Human Rights Act 1998
– Data Protection Act 2018 (GDPR compliance)

3. Scope
This policy applies to all volunteers, members, and representatives of WHR who may come into contact with children, young people, or vulnerable adults during the course of their involvement.

4. Responsibilities
– All volunteers are required to:
– Act in accordance with this policy
– Report safeguarding concerns immediately
– Undertake safeguarding training, where appropriate
– Hold an **Enhanced DBS check** if they engage in any regulated activity or have unsupervised contact with vulnerable individuals
– The Safeguarding Lead (designated by the committee) is responsible for:
– Receiving and managing safeguarding concerns
– Ensuring DBS checks and training are up to date
– Liaising with local safeguarding partners and statutory agencies

5. Definitions
**Child**: Anyone under the age of 18.
**Vulnerable Adult**: A person aged 18 or over who is in need of care or support and unable to protect themselves.

6. Safer Recruitment
WHR will:
– Require references for volunteers
– Conduct Enhanced DBS checks for relevant roles
– Provide role descriptions and clear expectations

7. Training
All volunteers will be made aware of this policy and given access to safeguarding training as appropriate. Those in direct contact with vulnerable groups must complete basic safeguarding training every two years.

8. Reporting Procedures
– Any concerns must be reported to the Safeguarding Lead without delay.
– In an emergency, call 999.
– Concerns should be recorded in writing, including:
– Name of individual at risk (if known)
– Nature of concern
– Date, time, and location of incident/concern
– Action taken
The Safeguarding Lead will:
– Refer the case to local authority safeguarding teams where necessary
– Keep confidential records of concerns and actions

9. Confidentiality and Record Keeping
– Safeguarding concerns will be handled with sensitivity and only shared with those who need to know.
– Records will be stored securely and in accordance with GDPR.

10. Policy Review
This policy will be reviewed annually or following a significant safeguarding incident, update in legislation or best practice, whichever comes first.
