Does someone need additional support?
WHR Community Vulnerable Register
The register is for residents who feel they may need additional assistance during flooding, extreme weather or another significant community incident.
There are no specific qualifications and there is no charge.

Utility Priority Services Registers
Electricity, gas and water providers offer additional support to customers who may find disruption particularly difficult.
The utility registers and WHR Vulnerable Register serve different purposes. Depending upon their circumstances, someone may benefit from both.

Our Help & Support Service is for residents who need individual assistance researching a problem, understanding their options or finding the most appropriate source of help.
Your question does not have to fit one of the categories above.
The service can help with matters such as:
- benefits;
- housing;
- health and social-care information;
- forms and official processes;
- legal and practical information;
- technology;
- finding appropriate local or specialist services;
- something completely different.
WHR will listen to your circumstances, research reliable information and help you identify an appropriate next step.

WHR provides free, friendly and confidential help for residents of all ages. Your question does not have to be about emergencies, health, benefits or vulnerability.
If we can help directly, we will. If another organisation is better placed to assist, we will help you find an appropriate and reliable source of support.
I do not know where to start
That is exactly what our Help & Support service is for.
You can ask WHR about almost anything. We will listen, help you understand the problem and work with you to identify a practical next step.
Examples might include:
- a letter or form you do not understand;
- difficulty finding the correct council or government service;
- concerns about benefits, housing or money;
- finding health or social-care information;
- technology or accessibility problems;
- arranging practical equipment or support;
- finding a reputable local or specialist service;
- concerns about somebody you know;
- a problem that does not seem to fit any category.
You do not have to prepare your question perfectly and you do not need to know the correct terminology.

I need help with a practical problem
WHR may be able to help you research reliable information or identify the correct application, reporting or support route.
Subjects can include:
- benefits and entitlements;
- council services;
- housing;
- social care;
- mobility and practical equipment;
- Lasting Powers of Attorney;
- finding legal information or a solicitor;
- family difficulties and mediation;
- reporting problems to RBWM;
- technology, smartphones and computers;
- finding local services.
Our Resources page contains useful guidance from organisations including GOV.UK, the NHS, Citizens Advice, local authorities and recognised specialist organisations.
If the number of resources feels overwhelming, ask WHR. We can help you identify which one is likely to be most relevant.
I am worried about health, wellbeing or independence
WHR cannot diagnose a medical condition or replace professional healthcare, but we can help residents find reliable information and appropriate support.
General health concerns
For urgent medical help that is not life-threatening, contact NHS 111. For continuing concerns, contact your GP or another appropriate healthcare professional.
WHR can help you find trusted NHS and specialist information.
Brain health
Our Brain Health Lifestyle service helps residents consider practical lifestyle factors that may support long-term brain health and potentially reduce the risk of cognitive decline.
Strength, balance and falls
Our Strong & Steady guidance helps residents understand their risk of falling and consider appropriate strength and balance activities.
Loneliness and social isolation
Feeling isolated is not a weakness, and asking for help is not a burden.
WHR can help residents find:
- local groups and activities;
- opportunities to meet other people;
- befriending and pastoral support;
- volunteering opportunities;
- appropriate services and sources of help.
Staying independent
We may also be able to help residents explore:
- Lifeline or personal-alarm services;
- wheelchairs and mobility equipment;
- accessibility features on phones and computers;
- social-care information;
- local support and practical adaptations.

I or someone I know may need additional support
WHR maintains a secure Community Vulnerable Register for residents who feel they may need additional assistance during flooding, extreme weather or another significant community incident.
There are no specific qualifications and there is no charge to be included.
Someone may benefit because of:
- age or frailty;
- disability or reduced mobility;
- a significant health condition;
- dependence upon carers or medical equipment;
- sight, hearing or communication difficulties;
- living alone;
- temporary circumstances such as recovery from illness;
- another reason that could make an emergency difficult to manage.
The WHR Vulnerable Register is separate from utility Priority Services Registers. Depending upon the circumstances, a resident may benefit from both.
I am worried about a scam

Do not send money, disclose security information, click an unexpected link or allow access to your device.
THINK
Why are they contacting you? Why is it urgent? Are they applying pressure or asking you to keep something secret?
CHECK
Verify the request independently using contact details you find yourself—not a number or link supplied by the person contacting you.

If you have already sent money, contact your bank immediately using the number on your bank card, banking app or official website.
You can also bring the suspicious message, letter or device to a WHR session. You will not be judged.
I am concerned about somebody else
You may be worried about a relative, friend or neighbour who:
- appears unwell or unable to manage;
- is becoming isolated;
- is struggling with forms, bills or services;
- may be at risk of scams;
- is having difficulty with mobility or everyday tasks;
- may require help during an emergency;
- does not use the internet or a smartphone;
- seems confused about where to obtain help.
If there is immediate danger, call 999.
Otherwise, speak to the person where possible and ask what help they would find useful. Respect their privacy and independence rather than making assumptions.
